Customs Procedures

The Customs mission is present in the facilitation of trade, revenue collection, protection of citizens, national cultural heritage.

The traveler who arrives in the country, on his return or for a tourist, family or business visit, the Guinean Customs wishes him Welcome in Guinea-Bissau!

Useful information, prepared for the purpose of the traveler, to inform of the facilities offered by the customs regulations, as well as obligations that are imposed upon entering and leaving the national territory.

Customs formalities at the entrance

Except for the exceptions set out in the CAC (UEMOA Community Customs Code Regulation No. 2002) and in international conventions, importers, exporters and travelers must comply with:

- Declare in detail (or in a simplified form) the goods and transport (Article 65 and 66);

- Pay the duties and taxes that are due on the goods transported (Article 9);

- Complete the formalities related to the control of foreign trade, as well as the legislation regarding the international financial relations of the UEMOA member states (Article 24).


Forms of customs declaration

The customs declaration may be:

Writing: using the customs form for this purpose, these forms are held by official customs brokers accredited by the customs authorities, to declare on behalf of importers (or exporters);

Verbal: usually occurs in clothing and personal belongings carried by travelers, in quantities that do not offer a commercial purpose.

Tácita: in the case of follow-up of the selectivity channels, marked in the places of customs clearance, with the meanings of nothing to declare or objects to declare, which are equivalent to customs declarations. This form of declarations can be found at the International Airport of the Country.

Conditions for the establishment of the written declaration

The written declaration is mandatory in the case of goods that are manifested generally not accompanied by the traveler, even if they are free of fees.

For the goods accompanying the traveler, as soon as the value to be claimed exceeds the sum of two hundred thousand francs (200,000 CFAF), the detailed or simplified written declaration must take place at the customs offices of the traveler. Customs declarations must be completed by an official agent accredited by the Customs, on behalf of the importer and owner of the merchandise, in which he was instructed in the procedures of customs and printed customs necessary for this purpose.

Depending on the nature of the goods, the importation of such goods may be subject to particular requirements.

    
Goods prohibited on importation: Obscene publications (Cassettes - Video, newspapers, other objects contrary to good morals, etc.); Narcotics - Subversive publications, which may disturb public order.
    
Goods subject to particular formalities: weapons and ammunition - Authorization from the Ministry of the Interior; Transmitting devices: Authorization from the Ministry of the Interior; Goods (other than for personal use): Authorization of the Ministry of Health; Fresh meat and fish: health certificate of the veterinary service; live animals and protected species: health certificate and compliance with the protections of the international convention (CITES) on species of protected animals.
    
Goods subject to prior import authorization: Fuels - Authorization from the Ministry of Energy; Other: Authorization from the Ministry of Finance.
    
Goods subject to sealing: Cigarettes, cigars, cigarillos (sealing packages); Spirits (sealing of retail units).


Customs duty at the entrances

The relief of customs duties and charges shall be granted to travelers entering Guinea-Bissau in the following cases:

Clothing, household clothing and personal effects, which are not of a commercial nature by their nature and quantity. Example: your watch, your clothes, your professional objects, etc. These goods may not be sold or transferred in Guinea-Bissau; Unused products must be re-exported at the end of the stay.

Control of means of payment

On entering or leaving Guinea-Bissau, the non-resident traveler must declare in writing all the currency he carries as soon as the amount exceeds the counter value of one million (1 000 000) CFA francs.

For the resident traveler there is no limit to the entry or exit of money when traveling within WAEMU countries. However, if he enters with money and then leaves with him, in whole or in part, with these to countries other than UEMOA, the means of payment must be declared at the entrance, provided that the counter value of the currency exceeds two million francs (2,000,000) CFA francs. Sums exceeding two million CFAF (2,000.00 CFAF) must be carried in the form of traveler's checks or other means of transport.
